International student scientific-practical conference «Law of technogenic civilization: modern transformations and vectors of development»

 

On October 24, 2019, the Institute of Legislation and Comparative Law under the Government of the Russian Federation hosted the international student scientific and practical conference "Law of technogenic civilization: modern transformations and vectors of development". The topic received a lively response and gathered more than 120 participants-young scientists, representatives of the best scientific schools of MSU, MGIMO, Financial University under the Government of the Russian Federation, HSE, MSAL, The Russian Law Academy, Plekhanov Russian University of Economics, Saratov State Law Academy, PFUR etc.

Anatoly Yakovlevich Kapustin, scientific Director of the Institute of Legislation and Comparative Law under the Government of the Russian Federation, President of the Russian Association of International Law, Doctor of Law, Professor, honored worker of science, addressed the participants with a welcoming speech, noting that legal science cannot stay away from the challenges associated with the development of modern technologies. Taking into account the active development of information technologies, scientific discussion and development of practical recommendations is necessary.

The main report on behalf of the Institute was made by the Deputy head of the Center for Public Law Studies, doctor of law, Professor, honored scientist of the Russian Federation, corresponding member of the International Academy of Comparative Law Tikhomirov Yuri Alexandrovich. In his speech, Yuri Alexandrovich focused on the changes that law and the legal profession are undergoing in the era of digitalization. It is important that the development of legal consciousness overtakes technological progress, and the person remains above and stronger than robotic technology. Summarizing his speech, the speaker noted that in order to regulate the development of man-made civilization, the world needs strict legal imperatives.

The head of the Educational Center, Ph.D. Yulia Nikolaevna Kashevarova, noted the centuries-old experience of scientific activity, which shows that a lot of significant scientific discoveries were made by young scientists, and stressed the demand for student science in modern conditions of rapid society development.

Leading researcher of the Center for Public Law Research, Ph.D. Nanba Saria Beslanovna made a presentation of the monograph "Legal concept of robotics", prepared by the staff of the Institute under the supervision of Professor Y. A. Tikhomirov. The authors of the monograph made an attempt to develop a legal concept of robotics, based on the following main provisions: the dynamics of legal consciousness and legal thinking; legal personality of the robot; the order of decision-making; grounds and types of legal liability in the field under consideration. In a systematic sequence, the legal problems of robotics are considered, taking into account the specifics of individual spheres of public life: labor relations, government, industry, medicine, mass and individual services. Certain legal risks in the process of robotization are disclosed, methods of their diagnostics are determined, and prognostic estimates are proposed.

At the end of the plenary session, the Chairman of the Scientific Society of Undergraduates and Postgraduates of the Institute Sayfullin Emil Kamilevich addressed the participants of the conference.

Further work of the Conference took place in the following events:

Round table «the International community in search of answers to the challenges of digitalization», moderated by Ph.D., associate Professor Of international and European law ILCL Balkhaeva Sayana Bairovna and leading researcher of the Department of Judicial Practice and Law Enforcement ILCL Sidorenko Andrey Igorevich Ph.D.

2. Round table «Digitalization of legal mechanisms: present and future», moderated by Ph.D., senior lecturer of the Department of international and European law Igor Aleksandrovich Shulyatyev and the head of the Financial Monitoring Center, associate Professor of the Department of public law of Russian Foreign Trade Academy of the Ministry for the Economic Development of the Russian Federation, doctoral student of the Department of European law MGIMO MFA, Ph.D., associate Professor Vladislav Evgenyevich Ponamorenko.            

The conference featured the Master-class from the Internet-portal Superjob, which is a leading expert in the field of career guidance SuperJob Ksenia Evgenyevna Bolshakova acquainted the conference participants with an efficient C.V. algorithm.

The event ended with a solemn award of certificates to the conference participants and rewarding the authors of the most interesting reports.
