Within the XIV International School-Workshop of Young Legal Scholars the Interactive round table «Modern technologies and law: international objective overview» was held. It included reports and discussion of foreign and domestic scholars by means of videoconferencing.

The introductory speech to the participants of round table was hold by the scientific director of the ILCL, president of the Russian Association of international law, doctor of law, professor, honored scientist of the Russian Federation Kapustin A.Y.

The first reports were made by the colleagues from Poland. Solodov Denis, professor of University of Warmia and Mazury, touched the topic «Expertise in the criminal process in Poland». Professor underlined that there are no criteria for the evaluation of expert opinions, therefore the judge cannot choose between true and false expertise. The report of Karnacewicz Wiktor Pawel, student of  University of Warmia and Mazury, was devoted to «The use of the Internet to conduct warfare in cyberspace: ethical and legal aspects».

Then associate dean of the Law School Beijing Normal University, Professor of International Law Li Bin made the report «Chinese recent legislation on e-commerce». He underlined several stages of reforming the Chinese legislation and some results of wide spread of e-commerce. During the discussion some questions concerning consumers’ rights protection and on-line dispute resolution in China arose and participants of round table shared experiences on these issues.

Doctor Gurgen Petrossian, researcher of the Department of Criminal Law, Criminal Procedural Law, International Criminal Law of the Friedrich-Alexander University Erlangen-Nuremberg, continued work of the round table and drawn attention to the «International crimes committed through social networks». Researcher told about several interesting criminal cases and crimes, which were committed by means of the Internet, and described some difficulties to solve such kind of crimes. There were some questions about the meaning of electronic evidence in the crime investigation in particular evidence from the Facebook or other social networks.

Lawyer and responsible for legal project of Committee of the reform for public corporations Massala Frederick Diluka in his report «La réglementation sur le commerce électronique en Afrique: état des lieux» emphasized the meaning of e-Commerce for economic growth and emerging opportunities for Africa despite the fact that now Africa is one of the region with low level of using e-commerce. He told about the development of regulation at the state level and at the region level.

The report on theme «Problems of definition of the subject of the crime committed with the use of robotics or artificial intelligence» was made by students of the Faculty of Law of the Yanka Kupala State University of Grodno Kluneiko A.O. and Bryuhanda I.A.

The topic of the report of senior researcher of the Department of foreign constitutional, administrative and criminal legislation and international law of the ILCL, PhD in Law Trefilov A.A. was «Strafprozessuale vergleichende Rechtswissenschaft: Fehler und deren Vermeiden». Researcher described some errors in comparative legal studies of criminal procedure and ways of their prevention.

The final report was made by Ternovaya O.A., leading researcher of the Department of civil law of foreign states of the ILCL, PhD in Law, on the topic «Le commerce électronique du XXI siècle: principaux enjeux et perspectives».

Dolova M.O., senior researcher of the Department of civil law and procedure of the ILCL, PhD in Law, Pechegin D.A., senior researcher of the Department of criminal and criminal procedural legislation; judiciary of the ILCL, PhD in Law, Rudnev V.I., leading researcher of the Department of criminal and criminal procedural legislation; judiciary of the ILCL, PhD in Law, Kubancev S.P., senior researcher of the Department of foreign constitutional, administrative, criminal law and international law of the ILCL, PhD in Law, put on the discussion some issues of legal transformation in the electronic era and shared an experience of legislation in Russian Federation.

The results of the interactive round table were summed up by Kapustin A.Y., who thanked all the participants and noted the importance of such events.
